PNP Dgte warns couples to comply with backriding guidelines 

DUMAGUETE CITY, July 21 (PIA) -- The Philippine National Police of Dumaguete City is set to implement the directive of the Department of Interior and Local Government (DILG) to regulate backriding on motorcycles, but only for couples living in the same household.

City Chief-of-Police Lt. Col. Mark Gifter Sucalit said the couples must use a safety barrier or shield that was approved by the IATF National Task Force COVID-19, which shall be placed between the driver and the passenger.

DILG Sec. Eduardo Año also tasked the provincial and city governments to monitor the proper implementation of the policy as a means to prevent the spread of COVID-19.

While Mayor Felipe Antonio Remollo has reservations on the said policy, he is requesting Sucalit to at least conduct a massive information campaign first before embarking on operations to apprehend supposed violators.

The IATF National Task Force COVID-19 requires that valid IDs shall be presented as proof that the said persons are living together or are married to one another or have any relation to one another (common law marriage, boyfriend and girlfriend, etc.); that persons riding on motorcycles should observe the minimum public health standards set by the Department of Health, such as the wearing of face masks and other relevant personal protective equipment (PPE); and that riders should also observe all road-safety measures such as the donning of appropriate motorcycle safety headwear or crash helmets.

Based on the advisory they received from the Negros Oriental Police Provincial Office, Sucalit said the national IATF-EID approved the extension of grace period for another week until July 26, 200 for couples on motorcycles to utilize barriers or shields when backriding.

The PNP said it will continue monitoring and warning those motorists without barriers while citing/ apprehending those with other violations.

Año earlier said that backriding is strictly for husbands and wives, common-law couples, and live-in partners only.

He said they must “present IDs at Quarantine Control Points or to law enforcers as proof that they are indeed a couple.”

Año added that the public’s cooperation and discipline will play a crucial role in fighting the coronavirus.

He said that these measures will be in vain “if the people will insist in acting like we were in pre-COVID-19 times.”

The DILG secretary maintained that in addition to the motorcycle barrier/shield, backriding couples must always wear their facemask, helmet, and abide by traffic rules.

He also reminded police officers to be the first to adhere to government regulations. (jct/PIA7 Negros Oriental)
