DILG: Travel authority only for LSIs

During the recent PIA-7 Straight from the Source interview, DILG-7 Regional Information Officer Michael Braga encouraged locally stranded individuals in Central Visayas to comply with the documents required by the IATF prior to their departure. (PIA7)

CEBU CITY, June 10 (PIA) -- Following the easing of inter-island and inter-province travel restrictions, the Department of Interior and Local Government (DILG) in Central Visayas reiterated that individuals allowed to travel across borders are only those who are classified as locally stranded individuals (LSIs).

Travel authorities shall be granted only for those who are identified as LSIs. 

Based on the department’s Memorandum Circular no. 2020-087, LSIs are foreign nationals or Filipino citizens currently distressed in a specific locality within the Philippines who have expressed intention to return to their place of residence.

DILG-7 Regional Information Officer Michael Braga, during the recent Straight from the Source interview conducted by the Philippine Information Agency-7, said traveling for leisure and short visits to other areas within the country are still restricted as general community quarantine is imposed nationwide.

“This restriction of travel is to ensure we are still limiting the movement of people and to keep areas with zero to low cases free from COVID-19,” Braga said.

Meanwhile, DILG encourages all LSIs to comply with the required documents prior to their departure. 

Braga said that based on MC No. 2020-087, LSIs only need to secure three documents: a medical certificate (issued by their local health center), notice of availability of travel (from the Joint Task Force COVID Shield) and travel authority issued by the Philippine National Police (PNP).

“The processing of these documents should only take them three to five days,” Braga said.

He added that LSIs should also constantly coordinate with their local government units (LGUs) to keep track of their application.

According to Braga, majority of those the LSIs in the region are students, workers, and tourists.

As of June 5, DILG-7 has assisted over 3,048 LSIs in the region: 524 in Cebu City, 860 in Mandaue City, 369 in Lapulapu City, 690 in Cebu province, 601 in Bohol, one in Negros Oriental, and three in Siquijor. 

Meanwhile, Braga also shared that stranded workers who need to cross inter-island or inter-province borders to return to work need to obtain the same documents required for LSIs.

LSIs are also reminded to submit themselves to the health protocols implemented by the LGU of their destination. (jkm/PIA7)
