CALOOCAN CITY, June 10 (PIA) -- Upon evaluation of the recommendation from the Anti-Red Tape Authority (ARTA), the Office of the Executive Secretary (OES) on 2 June 2020 issued a memorandum extending the period of submission of the Compliance Reports of government agencies, mandated in Section 2 of Administrative Order 23 series of 2020 entitled, “Eliminating Overregulation to Promote efficiency of Government Processes”.
The original deadline for the submission of said report, as stated in A.O. 23, was set 60 days from the initial issuance on 21 February 2020.
Now, the submission has been extended 60 days from 26 May 2020 or to 25 July 2020 in view of the continuing Enhanced Community Quarantine (ECQ) and the imposition of a Modified ECQ from 26 to 31 May 2020 in the NCR.
Pursuant to its mandates under R.A. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018), ARTA is tasked to monitor and ensure compliance of all agencies covered by the said law with the A.O. 23. In accordance with the extension issued by the OES, ARTA issued Memorandum Circular 2020-04 yesterday providing the agencies covered with the guidelines for compliance to the submission of their respective Compliance Report.
The Compliance Report shall indicate the service information stipulated in the agency’s Citizen’s Charter and its adherence with the requirements of R.A. 11032.
The report, as the guidelines say, is separate and non-substitute to the A1 form required for the granting of the Performance Based Bonus. The guidelines specify the information which should be included in the report, the duly signed and approved copy of which shall be submitted to ARTA, copy furnished the Office of the President, within 60 calendar days from 26 May 2020, or until 25 July 2020.
As per Section 5 of A.O. 23, failure to comply with the provisions of A.O. 23 shall result in the filing of appropriate administrative cases pursuant to existing Civil Service Commission Rules on Administrative Cases in the Civil Service, and other relevant laws, rules, and regulations.
ARTA shall then evaluate the Compliance Reports and submit its findings and recommendations to the Office of the President thru the OES. (PIA NCR)
