Republic Act No. 6713 AN ACT ESTABLISHING A CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES, TO   UPHOLD THE TIME-HONORED PRINCIPLE OF PUBLIC OFFICE BEING A PUBLIC TRUST, GRANTING INCENTIVES AND REWARDS FOR EXEMPLARY SERVICE, ENUMERATING PROHIBITED ACTS AND TRANSACTIONS AND PROVIDING PENALTIES FOR   VIOLATIONS THEREOF AND FOR OTHER PURPOSES Section 1. Title. - This Act shall be known as the "Code of Conduct and Ethical Standards for Public Officials and Employees." Section 2. Declaration of Policies. - It is the policy of the State to promote a high standard of ethics in public service. Public officials and employees shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest. Aquino says Palace drafting proposal for Freedom of Information Bill

Malacanang is in the process of drafting a Freedom of Information (FOI) bill that balances the interest of the government to withhold sensitive information and at the same time not curtail the right of the people to be informed, President Benigno Aquino III said. “My administration is in the process of drafting, and suggesting, a Freedom of Information bill that we believe will balance legitimate needs for secrecy with the public’s right to know,” the President said in his speech speech during the 25th anniversary celebration of the Philippine Star newspaper in Makati City on Thursday. “This right to know carries with it responsibilities—to use the information available in context; to present facts fairly; and to be conscious of some elements who may want to use the information not to inform the public, but to, rather, inflame them,” he added. The Chief Executive said the Palace is carefully studying the details of such legislation in order to ensure that it serves the public interest

Supermarkets, restaurants support DA’s call to sell, use local agri products

Major supermarkets, hotels, and restaurants recently committed to support the government’s call to patronize, sell, and use local agriculture and fishery products, and thus support Filipino farmers and their families. Agriculture Secretary Proceso J. Alcala said the private sector’s commitment will provide the much-needed boost to promote local farm products versus imported ones, and subsequently encourage Filipino farmers to produce more and earn sustainable incomes. The commitment was a result of a DA-initiated meeting held July 18, called and chaired by Sec. Alcala, to arrest the influx of imported farm products, particularly onions, in public markets and supermarkets. At 4:30 a.m. yesterday, July 28, 2011, there was an encounter between the Marine Battalion Landing Team 11 of the Armed Forces of the Philippines and the Abu-Sayyaf. 4 persons die in Ifugao landslide

by Mari Cruz  |  PIA.gov.ph   BAGUIO CITY, July 28 (PIA) - - Tropical storm “Juaning “ left four casualties in the region including two policemen who were buried alive in a landslide while trying to help move a vehicle stuck in mud in Ifugao province late Wednesday.     Office of Civil Defense (OCD) Cordillera regional director Olive Luces said that the incident occurred at barangay Nailagan, Aguinaldo at about 4:00 p.m. of July 27.     She identified the two policemen as SPO2 Jeff Domingo and SPO2 Ricky Agwit, both assigned at the Aguinaldo Municipal Police Station.     According to Luces, a service vehicle of the Department of Environment and Natural Resources (DENR) was stuck in the mud when the two policemen tried to help; a landslide occurred, burying alive the two policemen.     Retrieval operations were halted Wednesday night due to the threat of more landslides in the area. Luces informed that based on reports gathered this morning, aside from the two policemen, bodies of two c

Aquino III cited the reliability of the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA), the country’s lead agency in monitoring, forecasting and warning of tropical weather systems, saying that the agency is focused on its duties and responsibilities to the country and the Filipino citizenry as a whole. DSWD allocates P59 M assistance for LGUs hit by typhoon “Juaning”

Social Welfare and Development Secretary Corazon Juliano-Soliman today said that the DSWD has standby funds worth P2.5 million and relief supplies worth P57.2 million allocated in eight regions, namely: CAR, I, II, III, IV-A, IV-B, V and NCR, which are along the path of typhoon “Juaning.” The DSWD has already provided P9.28 million worth of relief assistance to Region V. As of July 27, 6:00 a.m. some 15,395 families with 69,649 persons were affected by floods and heavy rains from the 127 barangays, 14 municipalities, five cities and three provinces in Region V. Eighty-four evacuation centers remain open serving 11,482 families with 50,002 persons.  Affected families outside evacuation centers are also being provided with relief assistance. In Sorsogon, some 261 passengers were stranded at the different ports and bus terminals in the municipalities of Pilar, Matnog, and Bulan.  They are being assisted by concerned local government units. The Department of Health (DOH), represented by Assistant Secretary Paulyn Jean Rosell-Ubial, today launched four books and a website in an effort to boost its health advocacy activities to reduce the impact of disasters and empower every Filipino in reducing risks and casualties.   The materials consist of the DOH Health Emergency Management Staff’s Pocket Emergency Tool, Safe Hospital Assessment Tool, and Surveillance in Post Extreme Emergencies and Disasters (SPEED) Operations Manual for Managers.   With support from the World Health Organization, the series of books can be effectively used as reference materials by health professionals and implementers. PAGASA weather bureau announced another tropical cyclone is expected to enter the Philippine Area of Responsibilty (PAR) this Saturday. The Tropical Cyclone will be named  "Kabayan". We will post an update once Typhoon Kabayan entered the Philippine Area of Responsibility (PAR).

President Aquino submits 2012 proposed P1.816-trillion results-focused budget to Congress

Abad: 2012 spending ensures direct benefits to the people President Benigno S. Aquino III today submitted to Congress the proposed National Budget of P1.816 trillion for 2012 that focuses on achieving the Aquino Social Contract with the Filipino People. The proposed budget is higher by 10.4 percent or P171 billion over the current year’s P1.645-trillion National Budget, and represents 16.5 percent of the projected gross domestic product (GDP). It is based on a conservative growth assumption of 5.5 percent, even as the administration continues to strive for 7 to 8 percent growth. “This budget embodies our commitment to lift the poor from poverty through honest and effective governance. It is intently focused on fulfilling my administration’s Social Contract with the Filipino People,” President Aquino said in his Budget Message to Congress. “This proposed budget is a  Results-Focused Budget ,” he emphasized. OFWs who are OWWA members may apply for reintegration loan assistance

Only overseas Filipino workers (OFWs) who are members of the Overseas Workers Welfare Administration (OWWA), including former OFWs who were also OWWA members, are qualified to apply for an enterprise loan under the P2-billion OFW-Reintegration Program (OFW-RP). National Reintegration Center for OFWs (NRCO) Director Vivian F. Tornea issued this statement following queries the NRCO received from non-OWWA members who expressed interest of availing business loans under the said program. The queries included those from Filipino working students abroad. The OFW-RP is jointly being implemented by the Department of Labor and Employment (DOLE), OWWA, NRCO, Land Bank of the Philippines (LBP), and the Development Bank of the Philippines (DBP).
